Tallywacker rides again &#8212; hide the women and children!"},"content":{"rendered":"<p><a href=\"http:\/\/lawflog.com\/wp-content\/uploads\/2017\/04\/Sgt.-Yohner.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-1623\" src=\"http:\/\/lawflog.com\/wp-content\/uploads\/2017\/04\/Sgt.-Yohner-300x263.jpg\" alt=\"\" width=\"300\" height=\"263\" srcset=\"https:\/\/lawflog.com\/wp-content\/uploads\/2017\/04\/Sgt.-Yohner-300x263.jpg 300w, https:\/\/lawflog.com\/wp-content\/uploads\/2017\/04\/Sgt.-Yohner.jpg 488w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>A disgraced former Hearne Police Department sergeant is wearing a badge and gun again, according to <a href=\"http:\/\/lawflog.com\/wp-content\/uploads\/2018\/05\/Yohner-TCOLE.pdf\">records that I received today<\/a> from the Texas Commission on Law Enforcement, and it is only one example of a much larger problem.<\/p>\n<p>Stephen Yohner, known on this blog as &#8220;<a href=\"http:\/\/lawflog.com\/?p=1678\">Sgt. Tallywacker<\/a>,&#8221; left Hearne PD last year amid accusations that he texted a photo of his gonads to a female officer.\u00a0 He was also accused of taking money and drugs from crime scenes without properly accounting for the evidence, and he is named as a defendant in an ongoing <a href=\"http:\/\/lawflog.com\/wp-content\/uploads\/2018\/02\/2018.01.18-Original-complaint-stamped.pdf\">civil rights lawsuit<\/a>.\u00a0 Nonetheless, he was commissioned on May 15, 2018 as a reserve officer by the police department in tiny Hico, Texas (home of the Billy the Kid Museum, as it happens).<\/p>\n<p>I emailed City Administrator Adam Niolet and Police Chief Ronnie Ashmore a couple of my blog posts about Sgt. Tallywacker and asked if they knew about his history.\u00a0 I received this response from Mr. Niolet:<\/p>\n<div style=\"padding-left: 30px;\"><em>I had no knowledge of the information you just sent over.\u00a0Chief Ashmore retains the files on his reserve officers.\u00a0 Chief Ashmore is on vacation but will return to duty on Monday.\u00a0 I have notified him about your email.<\/em><\/div>\n<p>&nbsp;<\/p>\n<p>I&#8217;ve got a feeling somebody will get called into the principal&#8217;s office on Monday morning.\u00a0 It&#8217;s not like Sgt. Tallywacker&#8217;s reputation was a secret.\u00a0 If you Google &#8220;Stephen Yohner,&#8221; a list of news articles and blog posts explains the circumstances of his departure from Hearne PD, and all of that should have shown up in any background investigation.<\/p>\n<p>So how did he get hired? Did the chief not conduct a background investigation, or did he just ignore what he found?\u00a0As you can see from my <a href=\"http:\/\/lawflog.com\/?p=1678\">July 6, 2017 blog post<\/a>, Sgt. Tallywacker had a shady history even before he was hired by Hearne.\u00a0<!--more--><\/p>\n<p>I&#8217;ve filed an open records request for Sgt.
